Comment: According to OCLC, use of quotation marks increases precision if the terms are common in WorldCat. Quotation marks may be more useful for English language terms. If the terms are not common in WorldCat, quotation marks don't seem to have an effect on retrieval unless stop words are included in the phrase, and even then the effect is unpredictable.
